Model tiers

Which model answers a task.

AgentKernel.UseTaskTierLanguageModels takes one provider per level. The kernel picks the provider for the level intake decided, falling back to the provider set with UseLanguageModelProvider. Classification uses the xlow provider when there is one. Routing, tiering and usage accounting beyond that belong to the host.
